The voice does actually sound very Arthur C Clarke.
Arthur C Clarke had a slight Somerset accent, though: not the full RP accent of the English counting voice in Telepath.
My guess is that the voice is probably from something like an old nuclear or rocket test but as it's BOC who knows where it really comes from?
