I've been digging around in my spare time a bit looking for this article, can't find a bit about it. Not even from the Stereolab forums, which are pretty chaotic and don't go back that far.
It might have been published in the Japanese version of Dazed & Confused, that would explain why it's so obscure.

Can anyone who asked me for a link to the mixtape and didn't get a reply PM me again. I have a bunch of messages sitting in my 'outbox' and can't work out how to resend them.
I never managed to track down Mark Johnson ' Asia Major' or Smith Perkins Smith 'say no more', so if anyone else can find them let me know.

So it seems that after 15 years someone finally tracked down a scan of this, and it's now on bocpages.

I guess this means I didn't make it all up
I've posted about it on other threads, but I should add here that Mike himself helped finish off this mixtape and sent me the final couple of tracks that were basically impossible to find back then, with the note that he was uncomfortable with online filesharing of music and that they were only for distributing to the "good guys at twoism". Now the whole thing is on Youtube ¯\_(ツ)_/¯

lol. They didn't. It was no different to today. As far as I know they haven't directly contacted anyone else on this forum ever, except maybe a couple of the mods.
