When I was much younger (early 70s or so) my brother and I would watch Star Trek whenever it was on. Sooo, what if the song really refers to space exploration after a cataclysmic event? It does come after Palace Posy (apocalypse) after all. The narrative falls apart if the alternate order of the songs is utilized (at least I think, I'm sure I'm missing something) and the excellent sleuthing of this board in finding the debunked FEMA vid doesn't fit this theory readily. Although now that I think about it, perhaps it is not space exploration at all, but instead a penal colony in space. Again, just grasping at the straws here, but perhaps this has something to do with it.
