The Silent Hill soundtracks do that to me the most, but it extends to a lot of electronica from around that time period. The Boogiepop Phantom OST and Rei Harikami albums are big ones too. Yes. Often. Certain albums and artists do that.
The serial experiments lain bootleg soundtrack with all it's ambience comes to mind. I imagine cold pre-millennium Decembers and deserted city centres. It puts me in a quite a strange emotional state.

My Lain bootleg MP3s came from the internet archive. This skilful uploader has all three OSTs included and in full.
