I agree it doesn't sound much like anything on Geogaddi but i'd also be surprised if it was from a much earlier era - my view has always been that they put together a more upbeat track specifically for the performance, much like the untitled tracks from Warp 10 and Lighthouse performance which are in a fairly similar vein (beats, loop, sampled voice) uncharactaristic of their album or EP releases (that we know of).

On the same note, keep in mind that many of the live songs retain their base studio structure. Telephasic Workshop, Aquarius (though this branches off a bit more than the rest), 1969, Everything You Do Is A Balloon, Happy Cycling, IABPOITC, etc...the key difference here is that these tracks were done.
Regarding Julie and Candy, my guess is that the live version of that was a demo from the time, keeping in mind that it was prior to the release of Geogaddi both times and while some songs might have been finished (1969 for example), others were definitely not. This could also help to explain Sunshine Recorder. It is different, but from what I can hear it sounds different in that there's pieces that were apparent in the final version missing. Taking into consideration that the Live @ ATP bootleg has issues where the bass is over-accentuated by a large degree, it seems like most of those sounds still exist in the studio version but there are layers over them now.
I don't know man. It could be an old track, or a newer track, or a remix of an old track or newer track, but damn if it doesn't have a lot of things in common resembling this proposed "Noatak" thing, what with the time length and the vocoder and all. I guess a part of me feels it unlikely BoC would perform an old track that nobody has heard of and was kept to themselves, but then another part of me feels that would actually be right up their alley with all their obscurity.

While you may not be talking to me directly I thought I would chime in.
On this particular track, it isn't clear cut what the vocoded vocal part says at all. If people are thinking that it says the track title Noatak then as far as I can make out they are wrong. There are too many syllables. I honestly think most of the speculation is baseless at this point. No one here has even heard so much as a second of it apart from mdg probably (and just because he knows the band it doesn't mean he has heard everything they have ever done....). I am not saying I am right either, just because the times match or whatever reason doesn't mean it's so. There is by all means the possibility that elements were recycled for this track in question. Another point is that people seem to be going along with this idea that they are being deliberately obscure. If I was working on an album (I am currently as it happens...) I would take an opportunity such as a live show to test out material for two reasons.
1: To see how it sounds to my own ears and whether I like it.
2: To see how the audience responds.
So maybe the tracks we hear in this set including this one are being tested out to see if they were worth developing further. At that point I would wager that both Sunshine Recorder and Julie and Candy were not shoe in's for the album at that point. They would have still been writing and tweaking going on at that point.
They said in an interview that the terrorist attack on September 11th influenced the direction to a certain degree along with many other elements going on in their personal lives. All of these things could have dictated the direction of the album as we know it now.
Again, I would like to reiterate that I'm not trying to annoy anyone on purpose. Again like everyone on here I'm speculating. I could be dead on the money, you could be dead on the money or we could all be completely wrong about this. I am merely presenting a counter point, with the best of intentions I hasten to add.
