Yeah, it's just the loudness of the vocal samples, they're more than prominent in the mix, they're dominant and somewhat obnoxious - Especially the first couple of times you hear them.
At the Sonic Boom listening party (in Toronto), those samples were VERY loud on the monitor speakers, so my wife and I had a bit of a "wtf" reaction. She said she thought it sounded like 'YouTube Poop' from 2006.... IYKYK.
I think the way they were mixed into the track is just the brothers attempting to keep the listener on their toes. F&S is so VASTLY different from Capricorn that it's quite jarring to hear it right after such a pretty track!
This track took the longest to grow on me. I loved almost all of the other tracks from the get-go but this one took a few listens for me to fully enjoy. I dig it now, though.

Imagine if they’re literally nostalgizing early Youtube Poops for that vintage nostalgia factor? What era were they reminiscing with MHTRTC? Late 70s? Their own childhood? Well those YTPs are now just as old as that period was in 1998
