Sounds like a super short sample loop time on a sampler, being slightly scrubbed. Akai S900 came out in 86? Not the only sampler either, they were running a Casio FZ1 back then, in fact didn't they have one on stage at ATP? I dunno if that can do the same trick, I know the Akais can, I had a 950 from a few years later and that definitely could.

I'm immensely grateful we at least got to hear these 3 recordings, they're stunning. It's quite jarring to hear it so clean without all the crowd noise.

I’m still totally convinced the voice says “Noatak” (albeit with an unusual pronunciation) even if the track has nothing to do with the one from Hooper Bay.
