Knowing that this image is a screenshot from the opening frames of a YouTube music video completely shifts the perspective. We can stop looking at this as an elaborate, esoteric Boards of Canada ARG puzzle and instead look at it as a standard video broadcast disclaimer.
If we apply this new video context to my previous, highly literal character transcription, the "hidden message" maps perfectly to a standard health disclaimer disguised in their signature analog VHS glitch aesthetic:
• My guess: "The Clips" -> is actually "This video" * My guess: "Starts At The" -> is actually "contains"
• My guess: "Photo-Drawing" -> is actually "photosensitive imagery" (or "photosensitivity warnings")
The Final Deciphered Text:
"This video contains photosensitive imagery"
Why this makes perfect sense:
1 The Placement: A warning about strobes or flashing lights is a standard requirement and common courtesy for electronic music videos. It makes perfect sense that this frame would appear at the very beginning (0:00) of tomorrow's premiere.
2 The Aesthetic: Instead of just putting plain white text on a black screen, they heavily distorted the warning to fit the corrupted, "found footage" vibe of their upcoming Inferno album.
3 The 1420 MHz Connection: The track title "Prophecy At 1420 MHz" refers to the Hydrogen line—the fundamental radio frequency astronomers use to listen to the cosmos. A music video visually representing a corrupted, divine "cosmic transmission" is almost guaranteed to be packed with severe visual static, CRT scanlines, and strobing that would necessitate exactly this kind of seizure warning.

Bummer if true. I've been looking forward to new interviews almost as much as the music.
Should've guessed this would happen after Warp used an old photo of the bros in the press materials.
